Two more arrests in Prattville after child was held in chains in home

PRATTVILLE, Ala. (WIAT) — Police arrest two more people after a Prattville teenager was found naked and chained in his home. Two more family members of the 13-year-old, his uncles, were charged with one count each of aggravated child abuse.

Douglas Phillips, 38, and Matthew Phillips 29, are in jail in Autauga County with bail set at $30,000 each.
Officers had already arrested the victim’s mother, stepfather and grandmother after they found the boy malnourished, held in chains and padlocks. 

The victim is held in the custody of child welfare officials. Two other children were removed from the home.
