Hoover Police investigating after pedestrian hit and killed by car on Highway 280


HOOVER, Ala. (WIAT) — UPDATE DEC 1: The Shelby County coroner’s office identified the victim as Randall Richard Phipps.

Hoover Police say Phipps was homeless, but most recently lived in Chelsea.

A car has struck and killed a person that was reportedly in or near the roadway on Highway 280, according to Lt. Czeskleba and Officer Rusty Lowe with Hoover Police.

Hoover Police and Fire responded to the area of Highway 280 and Hugh Daniel Drive on a call of a cyclist struck by a vehicle around 5:35 p.m.

A gray 2014 Honda Civic was traveling east on 280 when it struck the cyclist, according to Czeskleba. The cyclist, a 63-year-old Chelsea man, was pronounced dead at the scene. The driver of the civic was not injured.

Hoover Police Traffic Officers are currently investigating the crash to determine its cause.
