Birmingham Police Chief A.C. Roper is outraged over the city's latest murder arrest.
Antonio Spencer is charged with killing 19-year-old Demarcus Ferrell on October 1st. Chief Roper says the suspect had only been out of prison a month and had no concerns about returning to prison.
Spencer has been charged with capital murder.
