A college loan program created by the Alabama Legislature to honor Confederate Gen. Stonewall Jackson is still handing out money after more than a half century.
The Legislature created the Stonewall Jackson Memorial Fund in 1955 with a $20,000 appropriation. The program has been awarding loans of $1,000 each but raised the amount this year to $2,000.
Some black legislators say the program was a surprise to them. State Rep. Alvin Holmes says the state shouldn't be spending money on any Confederate leader who fought to maintain slavery.
