Some local cities are fighting a proposal that would make Jefferson County residents who aren't on the county's sewer system pay a non-user fee.

Earlier this week, the special masters in the federal lawsuit over the sewer debt recommended that residents and businesses not on the system be charged "clean water" fees of up to $30 a month.

Now, Graysville is among those considering a fine for anyone who charges non-user fees.

Graysville Mayor Doug Brewer said, "We do not want a federal mandate of a sewer fee or any kind of fee on our citizens and we're doing an ordinance to fight that."

The cities of Gardendale and Irondale are also considering similar measures.
