Pending Legislative Bills

Two bills that we've seen before but have failed to reach the Governors office could actually pass this year.

House Bill 65 would create a graduated drivers license program that would place restrictions on new drivers and the age of their passengers.

A full unrestricted license wouldn't be available until a drivers 17th birthday.

HB-65 is awaiting it's final reading in the Senate.

And the Senate is also close to hammering out a bill that would ban texting while driving.

HB-35 is also awaiting it's third reading the bill would make it a crime to text behind the wheel but would require a driver to be pulled over for other traffic offenses before being cited.

Ethics reform was a primary goal of Governor Bob Riley but the ethics bills banning PAC to PAC transfers have stalled.

but HB-54 which grants subpoena powers to the state ethics commission has passed the House and is awaiting a first reading in the Senate.

Early in the session the Senate was in gridlock over a new roads bill. SB-121 would transfer millions from the Alabama Trust Fund to pay for road and bridge repair. That bill is now awaiting its first reading in the House.

And parents hoping for a state bail out of the Prepaid Alabama College Tuition or PACT may be disappointed.

HB-228 remains stuck in the Senates Committee for Finance and Taxation Education.

With 10 days remaining the priority is now for legislators to pass the states general fund and educations budgets.

It takes five legislatives to pass a bill from beginning to end.
